    I am getting mixed results where all the MP4 that I created won't work. However, I noticed the ones created by a third party company works. I wonder if there is a specific settings/codec supported. I am getting "Error Loading this resource" when I tried to simply view the video in the Media Library.

    Can you please confirm if the mp4 files are uploading correctly on your server ? Error loading this resource only means that either the file does not exists on server or there are no public permissions for that file from server . Please try uploading a small mp4 file and try embedding it . Also can you please send a sample of your mp4 file to test .

    I narrow it down to the codec. If I export it to YouTube codec, it seems to work. I assume it is H.264 (HD-720). I can't seem to get it working with MP4 Codec

    So what kind of codec supported by the video player in WPLMS?

    Wplms does not have its own video player .It is default wordpress media player. So you need to look for the wordpress media player supported codecs for mp4 video .
