Can you assign courses to students on WPLMS without using woo commerce?

Hi We've set up learn dash with WPLMS on a new website. We want to use this website simply as a training platform. As we have another website with a payment gateway already set up, we envisaged that we would take payment and then redirect students to take the course on the e-learning website to keep the two entities separate. However, I can't see how to assign a course to a student. WPLMS seems to dictate that a student must pay for the course, for it then to appear on their dash. Is there a way for the admin/instructor to assign a course to a learner without any use of woo commerce?   We have an existing woo commerce site whereby we'll take payment for course.
