As I mentioned before, we have issue with certificates.

When I click to "Re-Generate PDF Certificate" and then click on download I get this http://joxi.ru/Q2KX0yEtwYkY6A .
I don't understand why.
How to fix it?

make sure you have enabled all the latest version of plugins and theme on your site.

the steps for pdf certificate
1- select the text box in pdf certificate builder choose the width and height accordingly
2- drag and drop the element according to your design
3- choose the alignment of the text there
and after that click on the EDIT TEXT
4- after that click save option
now check it pdf and after assign to user
No, it isn't alignment problem. I know that on example certificate displays properly, but for real student it sends the wrong one.
