You are doing it wrong way .
First you need to click on add students link here https://prnt.sc/10ecgu7
Then you need to search student and add students to course

From where you are searching it shows result from added students.
Ok I see the problem. It works only with admin rights.
I tried to add students as 'instructor'. In a previous install I managed to add students as instructor (if I recall correctly).
Are there ways to accomplish this without using user role manager (plugin)? I mean creating one instructor with extra rights to manage classes and students?
