Limited permissions for Instructors

Hi, I would like to provide my instructors with limited permissions when creating courses. I would like as admin, to provide them with only complete course packages that they can easily choose to run under their instructor account. As instructors, I need them to only:

1. Select the course they would like to conduct
2. Set date, venue and max students
3. Go Live

Each instructor will be required to go through a specific course in order to display the course they are allowed conduct after attending the course. I was thinking of using the templates option. Let me know if there is any way to achieve this. Thanks in advanced.
