menu in header under the username can’t be clicked in 4.095

I upgraded to 4.095, but the menu in header under the username can't be clicked. Normally, when I click the username in the header, there's a menu popup can I can click settings, notifications and logout. But in 4.095, when I click the username, it goes directly to user's dashboard, and I can't select the items on the menu. https://prnt.sc/v67rbv

Not sure why the file that I downloaded is still 4.095, not 4.095.1. https://prnt.sc/v8c5f1 I retry a couple of times, I even check includes/config.php file, the version is still 4.095.
