    Well yes this is an issue while creating sections,units,quizzes in back end . The issue is actually it saved only when you do not sort the section . To make it save you have to add the section do not sort it update the course then sort it and update it .     But you could not save multiple section at one time. This is an issue . I would recommend you to use front end course creation for this which is flawless fast and easy to use . https://www.youtube.com/watch?v=xkSeHimJGF8
