I can not delete description of a course from front end if it in html format in 3.9 version here is the video: https://yadi.sk/i/1yIN3JruNiG95A check at the time 2.08 minute. thanks

Are you using script minificaiton ? this use to show the editor actually . like this : https://prnt.sc/v0mlce Please check if you have lazy loading of iframe enabled or some script minification or disable right click plugin active on your site .
