PHP Function for Question Import

Been dealing with a lot of import issues due to special characters. Tried scrubbing them using an excel vba script searching for ASCII characters. But without certainty on what the special characters are, it hasn't been successfully importing. I tried using WP-ALL-Import plugin and it works except it doesn't import the answer options for multiple choice questions. There is a function editor though. So I was wondering if you knew the php function that would map the question options directly into the appropriate area of the database.
