You change the header style from wp-admin->appearance->customize->header->header style, and choose other header styles like sleek, to have only one header and remove the top header.

Sign up never opens in a popup. If you click on sign up button then you'll be redirected to the register page.
The login set to popup is for all the header styles except app style.
In other header style when you click on login button in the header then a popup appears where you can login.
Therefore if you are using app style header then the login will open as a sidebar only.
If you are using the buddypress registration form then go to wp-admin->users->profile fields, and add or remove the fields accordingly.
NOTE: This is the buddypress registration page and you can only remove or add more profile fields, not the default username, email and password fields.
