It is on happening on the staging site. If you try and remove the badge, details and switch off the toggle. Then move to re-publish the course. It doesn't save on staging. It happens with any course.
Yes you are right , this is found to be an issue in wplms plugin . We have fixed this same will be available in the next update of wplms plugin .

YEs disabling badge wont remove the badge for the student .I will add one more check to fix this.
