apply to enroll not working

I have created course, which is free. now apply to enroll does not shows any link or not working. how to resolve it. enclosed is the screen shot. https://prntscr.com/pukmty at present it is on local machine once our setting are done we will deploy it to live server.

Hello, this is the layout, when user clicks the title of the course then he will be redirected on the single course page. from there he can move forward. this is not an issue this is how it is created.
