When a customer buys a number of batch seats, it's my understanding they can add users and monitor user activity. How does this work?
When testing it, it appears they can add anyone who is a customer on our site (which is a severe privacy issue) and I don't find a way they can invite people who aren't yet registered on our site.

For adding bulk users to a batch even the non registered users you can refer this tutorial:

The batch admin (who purchased the batch seats), can see all the activity and the statistics of the batch users from the batch page i.e. group page only.

Yes the batch admin can add any user who is registered in the website, right now its not available to restrict this in wplms.
