If you want to show the batches to the non logged in users also then please make sure your batch is set to public, but I guess you have set it to private and hence its not visible to non logged in users.

Yes if you do not want the users to join in the batch by themselves, then you have to make the batch private. But the private batch cannot be shown to non logged in users.

The batch seats can be managed from the batch->manage->batch, you can limit the seats, so that the students after that particular number cannot join the batch.
