Can't get access to Course Front End creation

I'm trying one last time for a problem I've been having for weeks with no help. I have reported the problem via email and on the facebook page with no results. The course creation option doesn't show up in either the admin nor the instructor's dashboards. The course status templates don't show up in the course page (nor does the email page option). This is extremely frustrating (not the problem but the utter lack of support). I would appreciate some help please.
