Custom Course Deadline Notification Touchpoint

Hello, I require a custom Touchpoint for my site. Basically, I need an option to notify users when their course is going to expire. This would be a custom value (for example x days before the course expiration). Multiple notifications are required. For example, a site admin may want to have a notification go out 30 days out, then another 15 days out, and I final one the day before expiration. Is this customization you guys can do? What cost/timeline?
