Custom Development when user gets into course

Hi We need your help to develop something inside the LMS. When a user gets into a course, and has some specific user_meta, we need to redirect him (using POST) to an external site, sending some information about the user, and a “returning” url. In the external site he will complete some information, and he will be sent back to the “returning” url (using POST) with an answer. We need to capture the answer and depending on it, allow him to continue to the course, or asking him to contact support. How can we do this?
