    I want to set up my courses so users can retake as many times as they want. I have users who go through a course and then it shows as expired. What can I change to allow them to retake courses as many times as they want?

    Set the course duration as  9999 days and set Course retakes as 9999 in course settings. Users can retake course from Profile - Courses - Stats section.   Note : When you apply the new course duration, the settings will apply only on new students. For existing students you need to extend it from Course -Admin - bulk actiions area.
