No Billing Address on Checkout Page

I have a couple of issues 1st, there is no billing address fields on the checkout page.  That means when users are redirected to paypal they have to input them there. Second, and I know this is a woocommerce issue but I thought maybe you can help me with it.  When i'm using Paypal Express checkout, the information that is being inputted in the checkout page are not being passed to Paypal, meaning users have to fill in their information twice.

1) Please check if you have enabled the shipping address in woocommerce, refer: http://prntscr.com/clezh5 2) The issue lies between the woocommerce and the paypal express, so try contacting them for this purpose.
