Not able to purchase "wplms attendance" add on

I purchase the wplms theme on 2020/06/16 HK Time Zone. I am not able to purchase the addon in here: https://wplms.io/downloads/wplms-attendance/ (By clicking the "learn more" button via website admin panel > LMS > Settings > Add Ons). I got the error message "This account cannot make live charges." and ask contact the site owner. I found this: https://www.instamojo.com/vibethemes/wplms-attendance/?ref=store, which is suggested as an alternative way to purchase the addon. However, after entering the card info(using credit card) and "payment failed" message occurs. How can I solve this problem? I have tried a few times but get the same result. Is there another method to purchase the addon (except the 2 mentioned above)? Thank you for your attention!
