    Can't enable page builder because the button is not available. I can see the button if move the page builder but it goes away as soon as I let go.

    Please try disabling third party plugins specially related to the wp-admin customization or wp-editor addon plugins  .

    Thank you, that did the trick. It was a plugin from an old LMS theme.
