After submitting the quiz, still it display the message to complete the quiz.

Well you have enabled "Quiz passing score " from wp-admin -> lm s-> settings . When this settings is enabled user cannot finish the course until she scores passing marks in the quiz . refer : https://wplms.io/support/knowledge-base/quiz-passing-score/
