I want to add admin page template that contain search to get all certificates by user id or email, or get special certificate by code.

Sorry there is no such certificate template in wplms but there is a custom certificate code plugin which shows all the list of certificate, refer: https://vibethemes.com/documentation/wplms/knowledge-base/custom-certificate-codes-plugin/
