BETTER SOLUTION: I deleted the "SSL insecure content" plugin and instead used the plugin "better search replace" to search "http://" in the database and replace with "https://"
this solution allowed me to fix the favicon, and then deactivate both plugins. When using the SSL insecure content plugin, I had to keep it active for the favicon to work

unfortunately, this issue has come back. my previous resolutions have not lasted. I've tried the same methods but the favicon is gone once again and will not come back..
