TRASNLATION WIDGETS AND CHAGE MENU ORDES

Good morning, I'd like to translate some widgets and change menu order. I tried to use Loco Translator and use Google Toolkit with no success. May you explain me where is this php code to change this manually? Thank You Best regards.
