Couldn’t open live chat and Notes not saved

I did as instructed for the firebase config. The notes sidebar apppeared and I could key in some words. Yet when I hit "Add new note", it didn't work. http://prntscr.com/1vu4xbd. Also, when I clicked Start new chat, the button stayed the same. http://prntscr.com/1vu4xbd I chose the location of firebase databse as America. The authentication worked: http://prntscr.com/1vu5b5v. However, the realtime database did not get updated: http://prntscr.com/1vu5b5v. I tried modifying the rules in both ways: http://prntscr.com/1vu5tzb or http://prntscr.com/1vu65r3 and neither worked.
