I've sent a personal massage to a user and after clicking on button "Send" he got it twice. Do you have any idea what's the cause?

I was unable to replicate the issue on my test setup, please check if you have clicked on the send button twice. Also try to replicate the issue again on your setup and share the steps to replicate the issue with us.
