You just needed to enable the groups component in wp-admin -> settings > buddypress -> componenets .

Although I had the same problem I had on localhost, I had to desabled wplms-customizer via ftp, to be able to log in (

The script is not working on live site.

Well on localhost there could be any of the checks :
1 . check if network settings you allowed to create sites and user both .
2 . check indexblank.php file fix .
3 . groups component enabled in it .
4 . buddypress , vibebp and wplms plugins are not network activated .

I have checked the configuration on the localhost and the live site and both are as stated, however when I enable the wplms-customizer I cannot log in on either the localsite or the live site:

Well the site does not exists this must be something from the wordpress itself , theme and plugin do not overwrite this .
Secondly I would recommend you to create another multisite from scratch , it seems many things on the localhost is not working .
Also note that on localhost the subdomain multisites does not works only directory multisites work.

You are right the site loads fine, the problem is that I can't activate WPLMS Customizer Plugin.
If I activate the WPLMS Customizer Plugin, the login to the site is blocked.

Well we have provided a code to restrict logins from various subsites . You can find a plugin which can do this thing for you .

The only reason could be the network settings on localhost .There are other user settings regarding networks in wordpress which might conflicting with the code here .
