Wordpress uses a lot of processing, yes. I don't think it's a plugin problem because we're using the same plugins as before, even fewer plugins than before.
But the point is that the same site, with the same plugins, worked in version 3.x and started to give cpu problem in version 4.x.

We have already disabled several third party plugins, but the querry monitor does not show the loading of queries from these plugins in the PWA area. So I don't know if it makes a big difference.
A test we did shows that dashboard widgets are very processing intensive (https://vimeo.com/564900303/febafe62a1). We remove the widgets from the dashboard and the processing load is considerably reduced.
