Appointment Approval by admin Features

We have more than 500+ instructors and if they start live class how can we handle this Eg  : if we purchase video conference minutes (600min) but if 100 instructors decide to do free class then our all minutes will finished quickly. So if option available admin approval so we can easy to reject that free appointment or in appointment admin area there is option default price. OR only selected instructors allow to do appointment features
