Award badge only when course has been reviewed by genuine read

As requested that I make this a feature request. Here it goes. It will be important to have an option to be able to award badge to a user when they review the course ONLY when the course has been completed. This means, the user will not be able to review the course until they have completely read the course and not when they have completed part of the course / or as the instructor deem fit within the course progress
