Couple of issues:
- course menu does not have "Course Edit" button......
unable to enable unit lock....."mark this unit complete" can be enables without unit completed.

1) Please try re-saving the permalinks from the wp-admin->settings->permalinks.
Also check if you are getting some js error on the edit course page, also share the course url and the admin credentials to check the issue.
2) This is because the forum is connected to the unit, so edit the unit and delete the connected forum, if no forum is connected then may be a blank forum is connected to the unit so click on the cross and save the settings.

1. The Edit Course page setting was missing in WP Admin - WPLMS - Course manager
2. Update the vibe course module plugin to version 2.1+ and the issue would be resolved, your current version is 2.0.9

Understand what you say abut the units being locked.....
But a student simply hits the "mark this unit complete" button to move on.

For this please go to wp-admin->wplms->course manager->unit media lock, and set it to yes.

This has been done....as well as the Unit Media Lock set to "yes"
Still the "unit complete button" is active before the unit video is complete......students can simply mark the unit complete without viewing the video.
Sorry to push this aspect.......but this is a vital component of the training.......students <span style="text-decoration: underline;">must see the entire video</span> before being able to move on.

Try adding youtube video in a video tag to load it via mediaelements.js file which triggers the Video load end events.
example : http://mediaelementjs.com/examples/?name=youtube
Paste this code (<video ... ) while editing the unit in text mode.
Just tested it , it does not work as expected. The only solution is to detect the video load, ended events via Youtube API which would would be covered in a separate plugin, currently under construction.
What about adding a question beneath the video......
