Please allow the instructor backend access from wp-admin -> wplms -> buddypress -> WP Admin area access set it to Instrcutor and admins obly :
and Hide WP Admin bar for -> students only .
this way instructors can get to backend .
and then instrcutors can create the h5p content .

Well I checked it now and found that this is controlled by h5p plugin itself .
They have hardcoded it in a function .
In order to allow this you need to edit the h5p plugin file directly .
public function display_new_content_page

Do you reckon if we make any changes on the H5P, any future updates will override the changes we are making?
As you are integrating with H5P, don't you think this is an issue for "instructor" role not to be able to create H5P?
Yes you changed will be lost on update as far as I see form this solution which told make changes directly into h5p files .
Well our addon completely based on H5p team wordpress plugin , its their code which does not allow this or does not provides any settings for this .
