How can we re-issue quizzes immediately at a non pass, such that a student can't see the answers and has to re-take it if they get something incorrect?

You can set the passing marks for the students. Until, the student is not pass the exams. He will not able to access the successive unit.
We don't have successive units. We have a standalone ourse built in Adobe Captivate or a similar authoring software, and then a quiz. Our goal is if a person doesn't pass the quiz, that it takes them back to the start quiz page such that they can take it again. We don't want to show answers, we just want to show that a person got a score, and then send them to either the start of the quiz if they fail or to the post-quiz message if they've passed.

Yes, if you assign the passing score for the quiz. Until the user does not pass the quiz, he is not able to mark the course complete. IF he marks the course complete. Then, the course status shows the course is not completed yet.
How do we automatically take them back to the beginning of the quiz if they don't pass it?

But this is already present in WPLMS Theme. IF you don't pass the exam. If will show you the Button to retake the quiz. Then click on start quiz and you'll land on the beginning of the quiz.
It will not show you the next unit Button until you pass the exam. Did you tried the feature of passing score one?
