How to create membership for instructors ?

Hello, how can i create membership for instructors and define plans with several actions levels ? For example : FREE MEMBERSHIP : 1 course, 10 units, 1 quizz, 20 students LEVEL 1 MENBERSHIP : 5 courses, etc..... LEVEL 2 MEMBERSHIP : unlimited and is it posible to add restrictions to " dowload zip" button in unit edition only for level1 and level 2 ? Thanks
