Import Bulk Questions in foreign language

Hi dear support team, Is bulk import for foreign language available now? As I remember 4 months ago I raised this question: I imported a new set of questions in Korean language, but when I check the questions imported into WPLMS, they are shown as "????" instead of  Korean words. And my finding was, the file must remain as same encoding as the database for the foreign language, only then imported questions are displaying correctly. Which means there is no way that I can import a new set of questions written by myself.   You have also mentioned this is a marked issue as of now which appears because of database format (UTF8). Has this issue been resolved? Thanks!
