Install through setup wizard after install

I'm not able to add functionality with the setup wizard after install. In this case I am not able to add the knowledge base or the calendar with the setup wizard as shown in this video. I notice other people in the comments are saying the same thing. I've tried it on staging and live sites and tried turning plugins off and making sure there are sufficient resources in PHP ini. https://www.youtube.com/watch?v=X9GNxrIyciY
