instructor doesn’t see the BBB meeting button until admins logins to the meetin

Instructor or students don't see the BBB meeting button until admins logins to the same meeting. Before the admin login, instructor or students see msg of "moderator has not join the meeting yet" How can i fix this issue. And also, Instructor can't create a meeting. At the moment only Admin can create bbb meeting.
