Only the login link is showing for new members on the top menu bar. I would like for a sign up and login link to show so new users know where to signup.

Well this option is present only in buddypress menu, you can add it in the menus, refer: http://prntscr.com/cw46i3
I do not have a BuddyPress menu in my menu items. Only the standard wordpress menus and woocommerce endpoints.
please share the proper screenshot of the issue and explain it in more detail.

this the top menu set the top menu on your site and set the login and sign up link there if you want then we can do it for you.
