Logo not scrolling down. No menu on mobile

Greetings, I have a problem with the header of my theme. My logo doesn't scroll down, the menu doesn't scroll down either (we need fixed header) and on mobile the logo and menu doesn't show. I had this issue before and decided to install it from scratch but even from scratch the same problem persist. Please advice.

Go to wp-admin->wplms->header->enable fix header on scroll and save the settings.

Thank you so much!!! Folks one more question.   Is it possible to make the header centered and transparent? I cannot make it transparent at all, not sure what I am doing wrong.   https://prnt.sc/feqkok
