pre-booking customisation

Hi, I would need a pre-booking customisation. something like this: A person will make a pre-booking as a first step, then he will be able to make the payment only once the minimum number of participants set for the course is reached. Here is the userflow:

1. User opens a course, description shows minimum bookings by date XX

2. User clicks on button “Apply for course”

3. If the number of applications go beyond a number set in course -settings like 50, then all users (and site administrator) get an email that the course starts on following date, please purchase the course with the course purchase link.

4. If the number of course applications are less than 50 (number set in course settings) then the users who applied for the course get an email that the course is cancelled.
