SCORM Package lets user submit even if they did not complete the course.

Hi I am using a SCORM 1.2 compliant package and on the top right corner there is a complete button(when a user has clicked start course), the problem is that a user can complete my course without having gone through any of the content. Also when using a SCORM package the curriculum section is empty even though I have separated the sections in my SCORM package. Hi yes we do not have control over the scorm package progress as there are some courses which does not sends out the progress information to wplms lms api . there we do not restrict the user from finishing course in wplms .
