Some certificate codes are missing from the Certificate Code plugin

Hello. Only some certificate codes are imported into the Certificate Codes plugin. Even in the same course, some code loads and some doesn't. I would like to apply all certificate codes in the same format. Hi I checked this out and found that the queries are working , can you share for which user and course id its missing ?

I debug into this and test a user with id : 5177 name : 한성수 and code : 8406-32151-5177 found that there is no activity found for course certificate allocation for the course with id : 32151 You need to assign certificate from course admin again in order for the codes to populate.

Hello. I'm sorry I didn't fully understand what you mean. Does that mean I just have to remove the certificate from the course and re-enroll again? If not, I would appreciate it if you could explain a little more in detail.
