Wrong start hour for course and drip feed units

Our system has "America/New York" (GMT-4) as timezone, both in the operating system and in the PHP configuration. We set a course starting date, say at 2017-09-25 and we expect the course to start a 2017-09-25 00:00 GMT-4 (2017-09-25 04:00 GMT) however it starts at 2017-09-24 20:00 GMT-4 (2017-09-25 00:00 GMT). How can we get the right behavior?

Yup start date of the course is not precise .We have not taken the timezone in consideration . Marking as an issue ,will be fixing this in the next update of wplms . track : https://trello.com/c/otZ5pg8C
