Ok i just checked and found that you have enabled "Auto trigger finish course" from wp-admin -> lms -> settings which hides the finish course button from the course status page which shows below the review course button .
Please try disabling this setting and hit the finish course button , it'll work

Yes its possible to send the certificate url to users .You have to enable touchpoint for certificate award from wp-admin-> lms -> settings-> touchpoints.
and use this token:
{{{certificate.link}}} in the certificate email you can find in wp-admin->emails -> search for certificate email .
please try adding this given code in your wplms-customizer.php file in wplms customizer plugin :

Second thing is to create a page named default certificate and select its template to be "certificate" .
then goto wp-admin -> wplms -> course manager -> select this page in "default certificate template" .
