Yes the images are not working at all at your end .
The error is with the Tcpdf or in wordpress core itself .
Its appearing when viewing the certificate from front end and not appearing when viewing certificate in pdf format .
Are there any protection on media files on your server?

for file paths .
We have our paths correct .Please contact your webhost and ask them to check your temporary file paths on server .
