As you have disabled elementor addon plugins.

Also disable your cache plugin and clear all cache as when I checked your site in incognito window now header menu is appearing correctly

Now you only need to remove elementor header on homepage for this delete the
elementor header templates on your site.

Now please create menus from appearance>>menus and set it as main menu top menu

when I set them and checked in incognito window they are appearing

Also barebones or elementor canvas template is used when elementor header is used so now you are using theme header so change the page template to other than this , (No title or elementor full width) Then the header will appear on homepage also.

As I said in previous reply To enable header on home page also please change your home page template to no-title on elementor full width then only theme header will appear on home page also.
