How can an instructor use foreign existing units?

This is realy important function to me. I want the instructors to be able to use units and quiz, which they haven't created. I want that everybody to have the possibility to use units from everbody. I think this is easy to change? Maybe somewhere in the setting? If not, where can I change it in the code? Thanks a lot

This is already present in the theme, by default the instructor can search the existing units and use them, refer: http://prntscr.com/ckngh9
