- No, I think there is some confusion here. There is no need for instructor to register as student first.
You're using the WPLMS custom registration forms feature which registers the user in WordPress as well. Remove the user from WP admin - Users and they can register again using the Instructor registration form.
- This can be achieved by simply changing the page template of your page to "logged-in users only" but the custom registration form is for new email ids.
Yes, this is currently missing in custom registration forms. We've added this in our upcoming 4.0 update/

But what if a student wants to become an instructor, definitely student will go to that custom form and asked for email and password, And He can't be able to register due to his email is already registered as a student.

But what if a student wants to become an instructor, :
for this you can use an internal contact form which saves all your submissions to know which students are willing to apply for instructor .
OR
the student will need to register another account from another email for this .
This is the only options available as of now .
