rtl.css is missing

Hello, I have multilanguage website English/Arabic, with rtl language as the main language, I'm trying to customize the css for each language but there is no rtl.css in the theme editor !!   please, I need help urgently!   here is m website: https://learn.vip.fund https://learn.vip.fund/?lang=en

If you want to add css for onlt the rtl language then you need to add .rtl  class in front of the css. for examle : .rtl h3{color: #fff !important;}
